House Committee Gives Clergy Act Unanimous Approval

In a significant bipartisan move, a House committee has unanimously advanced the Clergy Act with a 40-0 vote, paving the way for its consideration by the full House. Backed by the Evangelical Council for Financial Accountability (ECFA), this legislation offers a vital lifeline to pastors who may have opted out of Social Security early in their ministries but now regret that decision.

Sponsored by Rep. Vince Fong (R-Calif.), the bill acknowledges the invaluable role of faith leaders, calling them "the backbone of our communities." Fong emphasized that the Clergy Act would empower these individuals to reclaim control over their financial futures by allowing them to rejoin the Social Security system. Echoing this sentiment, chief cosponsor Rep. Mike Thompson (D-Calif.) praised faith leaders and described the measure as one that "just makes sense" for supporting their long-term well-being.

For many clergy, the choice to exempt themselves from Social Security taxes is made at the outset of their careers and is typically irreversible. However, as retirement approaches, some realize the benefits of participation—such as access to retirement, disability, and survivor benefits—outweigh the initial exemption. The Clergy Act addresses this by creating a limited-time opportunity starting in 2029 for eligible pastors to revoke their exemption and re-enroll. To qualify for benefits, they would need to contribute for the equivalent of 10 years (40 quarters), just like other workers. Additionally, the bill directs the IRS and Social Security Administration to develop a notification plan to inform clergy about this option.

If you're a minister or pastor who opted out of Social Security in the past, this could be a game-changer for your retirement security. We strongly encourage you to review the details of the Clergy Act and consider whether re-enrolling aligns with your financial goals—don't miss this chance to explore a path back into the system that could provide greater peace of mind in your later years. Stay tuned for updates as the bill progresses.
